    Tony has been active in both local and national politics for over 15 years' and has represented the Knightsbridge and Belgravia ward in Westminster since May 2006.

    Tony specialises in Change Management : More4Less and Planning on the City Council. He is a self employed Business Development Director within the outsourcing, infrastructure and property arenas and has worked across the UK and globally for 25 years'.

  • Ian FarrowManaging Director


    Ian has over 15 years working within politics, local government and the private sector providing strategic planning, campaign delivery, government relations and reputation management.

    An award-winning communications and marketing specialist with change management, public affairs and consultation experience, Ian has a wealth of experience in communication product development, corporate restructures and business growth and development. Ian returned in 2013 to head up Westco’s External Relations operations.

  • Julia CorkeyStrategic Director


    Julia Corkey is the Director of Strategy & communications at Westminster City Council with responsibility for internal and external communications, public affairs, research and policy development for the flagship authority.

    Julia’s sophisticated models of communication, corporate narratives and evaluation techniques have played a significant role in consolidating the council’s position at the forefront of local government communications.

    As a Director of Westco, the City Council’s trading arm, she is also responsible for trading and implementing the successful Westminster model of communications across numerous other local authorities and the private sector.

  • Neil WholeyDirector


    Neil is Westco’s Director of Insight and a Director of the Westco board.

    Starting his career at a major market research agency, Neil has extensive experience of public opinion research, communications evaluation, performance data and customer insight. He has conducted over 200 focus groups with members of the public and the surveys he has undertaken have together interviewed over half a million people.

    Neil is Head of Evaluation and Performance at Westminster City Council and Chair of LARIA (Local Area Research and Intelligence Association) which represents local researchers. Neil is also a member of the Government Communication Service’s Evaluation Council and a Chartered Member of the Market Research Society (MRS). His team have twice been shortlisted for an MRS award and have won research awards from CIPR, PR Week, and AMEC. A regular presenter and commentator, Neil can be found on twitter @neilwholey

  • Dai WilliamsFinance Director


    Dai is a Senior Commercial Analyst with over eight years experience and has been responsible for supporting a significant number of strategic initiatives across Westminster City Council.

    This includes formation of Westminster Commercial Opportunities Board in 2013, aimed at enabling Service areas to generate, discuss and progress commercial opportunities within the Council such as large outdoor media advertising and property development. He is a CIMA qualified accountant and he holds a BA (Hons) in Finance, Accounting and Management.

  • Christos PishiasDirector of Operations


    Christos is an Associate Director and Programme Manager with Westco.

    Over the past 14 years, Christos has worked with a number of local authorities and NHS organisations to develop and implement sustainable transformation strategies and deliver improvements in productivity and quality.

    He has helped urban local authorities implement cost-reduction efficiency programmes, supported the transformation of Police Forces in the UK and Cyprus and led teams to redesign health and social care systems from mental health services and children services to emergency care pathways.

    In a voluntary capacity, Christos is a Goodwill ambassador of the UK – Cyprus Enterprise Council and a Children charities fundraiser.


  • Robin CampbellAccount Director


    Robin Campbell has been a Westminster City Council communications manager since 2004 and has held a number of positions including as the Head of Communications for the London borough of Southwark.

    Robin moved to public relations following a career in journalism, starting as a reporter and moving on to freelance roles within BBC Breakfast News and ITV London's regional London Tonight programme where he was news editor. 

    Since joining the Westco family, initially as Head of Media Relations for Westminster City Council, Robin has led communications reviews and provided support for the London boroughs of Merton, Sutton and Southwark as Interim Head of Communications.

  • Fergus SheppardAssociate

    Fergus Sheppard is a Senior Communications Advisor with over 20 years’ experience managing internal and external communications across complex organisations.

    Fergus is currently seconded to Central Government as Deputy Director of Communications at the Wales Office. Fergus was fornmerly Head of Communications of Harrow Council where he was appointed in 2013, after heading up the news operation at Westminster City Council for over a year. He first joined the press office at Westminster City Council from The Scotsman in 2007 and has been frequently seconded as a media consultant for senior management at a number of local authorities.

    Fergus began his career in regional newspapers, before moving into television working on national news programmes for ITN and later as new media editor at the BBC, launching bbc.co.uk.

    A crisis management specialist, Fergus has been a key adviser on a number of high profile reputation management issues, including the Dale Farm case for Basildon Council in 2011 and as the key consultant for the Chief Executive of Oxfordshire County Council during the Operation Bullfinch trial at the Old Bailey.

  • Cormac SmithAccount Director


    Cormac Smith has more than 15 years’ experience advising local government organisations having held senior communications posts at authorities including Westminster, Waltham Forest, Richmond upon Thames and Peterborough Council.

    Cormac runs a range of training sessions for communications professionals nationwide with a number of key focus subjects such as responding to major service reduction, council tax increases and serious case reviews.

    Cormac was appointed to head up communications for Basildon Borough Council after playing a crucial role advising the senior team on the Dale Farm case in 2011. As a trusted media relations advisor, Cormac provides expert strategic oversight in Basildon alongside a new Westco appointed Head of Comms and is currently leading a new Westco team in Peterborough City Council supporting the Leader and communications team.

    Cormac is also the former Chairman of LGcomms, the nationwide membership body established to improve the standard of public sector communications and speaks regularly on public sector reputation management at industry events.

  • Elinor FirthAccount Director


    Elinor Firth is a senior Communications Advisor with over 15 years’ experience working in politics, media and local government communications.

    Elinor started her career as a researcher for a Welsh MP and corresponding National Assembly Member, before moving across to work as a journalist for the BBC and NBC News in USA.

    In 2004 she made the successful transition from journalism to corporate communications, starting as a Media Assistant on the Richmond Council Westco contract. Since then, she has worked her way up through a number of roles and was appointed Head of Communications of the Richmond Council contract in 2013.

    Since being promoted to Head of Communications, Elinor has been responsible for a number of high profile communications campaigns, including the All in One survey, local Heathrow Referendum and CO2 parking charges introduction.

  • Clym SutcliffeCreative Director


    Clym Sutcliffe is a Graphic Designer with over 20 year’s experience.

    With a First Class Honours Degree and an MA in the subject Clym has worked for The Birmingham Institute of Art and Design and the BBC as a designer for print and broadcast media, working on programmes like the Clothes Show, Top Gear and Wild New World, as well as exhibitions such as BBC FutureWorld, as well as on branding for BBC Resources, BBC Broadcast, BBC MediaArc and BBC Post Production.

    As Senior Designer for Westco he leads on art direction and ensuring that the dedicated team of designers he heads up produce creative ideas that meet and exceed clients’ expectations. The team works on a diverse range of projects from corporate identity and branding, campaigns, general marketing and major events for clients such as Westminster City Council, the London Borough of Sutton, the London Borough of Richmond, Southwark Council and LG communications.
